Professor Napoleon Moses founded Designed Learning Systems, Inc. in 1983 as a data gathering research firm to advise private sector and governmental clients, including political campaigns, on optimizing operations research in their organizations. In 1991, Dr. Moses also co-founded Invisions Corporation in New Orleans, LA that produced media for closed circuit television systems in airports, malls, theaters, convention centers, and political campaigns. These two firms were merged in 1999 to form Geolink Partners, Inc. in Washington, DC to provide media and technology-related consulting services, including political campaign staffing and management. The firm now operates from Washington, D.C. and Chicago, IL. Dr. Moses’ consulting practice centers on optimizing media and political impact using operations research approaches.
Dr. Moses is an electronics engineer and retired professor of advanced technologies. His graduate thesis studied ionospheric propagation of radio waves. His doctoral dissertation examined Japanese management strategies such as JIT and TQM, within the Deming model of statistical process control. His postdoctoral work has been in developing threat analysis algorithms to optimize organizational operations. Dr. Moses serves as a confidential consultant to political campaigns for municipal, state and federal elections in the U.S. and abroad using threat analysis algorithms and smart phone data collection applications that he developed. His consulting practice also includes representing clients’ interests before the U.S. Congress and the White House on a variety of governmental and international affairs.
In addition to his corporate experience, Dr. Moses has served as a dean of applied sciences, provost, vice chancellor, and chief operating officer for universities in Louisiana and in Chicago, IL. He has been married to his college sweetheart for 38 years and has two grown children and two grandchildren.
